    Will not idle

    I have a 1987 mercury 50hp it will idle on the hose but not in a drum of water it runs perfect just wont idle. If I take the hood off it will idle I can put the hood on while it's running it will slowly die. I cleaned the carbs and tried adjusting the air screw. It acts like its starving for air...
