    Testing a Solenoid primer?

    I have a 1997 40 hp mercury outboard and the carb is flooding like crazy. I've changed the float and needle but did not fix it. How do I test the solenoid primer (choke) to see if it's stuck open or on? Thank you for having me here and all advice given!
