Great, thanks for confirming this could be the issue! It appears I cannot buy just the diaphragm and gaskets: https://www.marineengine.com/parts/johnson-evinrude-parts.php?year=1978&hp=6&model=6R78B&manufacturer=Johnson&section=FUEL+PUMP Should I just pick up a whole new fuel pump in this case?

Thank you for the info. I guess I have/had an idea of what it does, but do not entirely understand all of its functions. I will focus more on the fuel side issue at first. I pulled the fuel pump. Could this be an issue? Looks like it is torn out a bit?

Thanks and I will check all of that out! Do you think this could possibly be a power pack issue?

I picked up a 1978 6hp which runs really well. The only issue is at WOT it will be running flawlessly and then all of a sudden, RPMs will drop a bit, then pick back up, then drop again. Seems very random. Please check out the video and let me know what you all think. Thanks in advance!

I used to have a late 80's Johnson 15 HP and read many times that the 9.9 and 15 were the same except for the carburetor. Is that the case with the 4hp? Would, say a 6hp...
