    Foot won't go back on 4hp2str merc

    I am stumped, I did my first carb clean, put back together, two pulls purrrring right along. Pulled out impeller replaced impeller and gaskets , piece of cake, trying to put foot back for two hours. Motor is in danger of becoming scrap metal, had to walk away.
