    trim,tilt not moving

    I have a mid 80's 60 hp evinrude . my trim and tilt are not moving up or down . I have checked and cleaned the relays and i can hear buzzing when i hit the switch either way. The relays are activating as i left one uncovered and can see the points moving, everything is just frozen.This happened...
