    1965 or so Mercury 9.9 hp 110 Problem

    I have an old 9 HP 1965 or so Mercury 110 engine. I can't pivot the engine to turn the boat where I need to drive it. Is there a release pin or spring loaded lock mechanism that has seized up? I have not use the motor for a couple of years so I have soaked it with penetrating oil to maybe loosen...
