1998 Johnson OceanPro 225 outboard stall in gear

I have a 1998 225 ocean pro that stalls when I put it in gear. It's on a 21' wellcraft center console. I've changed the vro fuel pump, and added a in-line fuel pump, new plugs, rebuilt carbs, then new carbs and rebuilt them too, yet still stalls when put in gear. Sometimes pumping choke works. Only when on the water! It does idle fine, and rev's up in neutral just fine. When I do finally get over the hump of stalling, it runs like a champ 55-60mph. Hose running never stalls. Please help.

I bought new carbs thinking that was the problem. (Starving for fuel?) Compression is good all around around 120.
