2008 Mercury 60hp 4 stroke lower unit concern

There is a small diameter hole on the lower side of the mounting plate that is streaming water when I flush the engine. Is this a problem?

I do not think so.----But post a picture of it.-----With the boat in the water it would not be visible.----I would say the hole has been there for 10 years.

No---You replace the seals on propshaft / driveshaft / any O-rings that are on housings !

Pressure test it first.

If you changed your own gear oil chances are you choose one.... (reused the old gasket on the drain or vent, did not install a gasket on the drain or vent , over tightened and split the gasket on the drain or vent, or did not tighten the drain or vent enough)
