15 hp 94 won't run above idle

I just got this boat yesterday from my father in law's estate. Been sitting for several years. Put in new gas, new line to tank, new tank, new battery. Motor cranks and starts but won't run above an idle. Not much boat experience but good mechanical skills. Can someone tell me where to start looking?
 
Check compression.-------------Look for spark that will jump a gap of 7/16" on both cylinders.-------------------If it sat with fuel in the carburetor then it will need to be cleaned.-When carburetor is apart replace the little hose inside the bowl.
 
I got in there and dug around some more. There is a piece below that flywheel that is operated by the throttle cable from the tiller. As is rotates, it pushes a small round plastic piece back and forth. This piece is hooked to a small linkage to the carburator and is broken. When I start the motor and manually operate what this linkage would do, the motor winds up and runs great. I've looked on some websites but can't find this broken plastic piece. Any ideas? And thanks for the advice above.
 
That is part of the throttle linkage. Normally it won't just "break". It was no doubt bumped, fiddled with etc at some point along the line.

When you advance the throttle, that operates the link that connects to the butterfly in the carb. As the butterfly opens the rpms increase.

Since it sells for about 5 bucks, count yourself lucky if nothing else major is wrong.

Alternately, you could just leave it as it is and sell it as a "trolling motor" :)
