Yamaha F40 won't tach past 3,000 rpm

I have a brand new F40 yamaha outboard that will not go past 3,000 rpm under load. I will throdle about 1/2 then nothing, but the throdle will open all yhe way, I have tried a 10.25 x 14 prop and a 11.125 x 13 prop. I took it to a dealer they changed the fluids ( it only had 6 hours on it ) took it for a ride charged me $400 and said I need a 10 5/8 x 13 prop, get real. I hope someone can help.

99% chance you have the wrong prop
10.5"x 13 should be the right one
