Will not plain out and boggs at full throttle

I have a 1991 60 hp 3 cyl. johnson-evinrude on a nitro bass boat. It set for 2 years. I took the carbs off and cleaned them out and put new gas and spark plugs in it. As I throttle the engine to full throttle it boggs down and will not plain out. I've tried to adjust the carbs on the lake but didn't seem like it helped out at all. It seems to idle pretty good and dies when you slowly put the throttle down. some gas is comming out of the front of the carbs as it runs. Its like it is ether getting to much gas or to little could that be the problem.

It's possible you have the low speed jets set so rich the engine simply can't get cleared out but I think the main jets and associated circuits inside the carbs are probably in need of cleaning. High speed adjustments require jet changes so the adjustments you are making are low-speed/idle related.
