what's wrong?

2006 Evinrude E-TEC 75hp - this engine was underwater for a couple of hours. As soon as it got out of the water I took the spark plugs individualy and flushed the cilinders with WD-40, running the engine untill there was no trace of water. The engine was running fine after this and whent OK for, lets say, 5 hours in a two weeks period.
Now the engine runs fine in low revs but starts hunting as I try to increase speed. It keeps hunting and does not go!
I have cleaned the fuel injectors and changed the spark plugs but it still hunts when I try to increase the speed.
What else can I doo?

I've pulled all the connectors apart and cleaned with WD40. Grounds have been sanded but all I did to the flywheel was washing with water and once again used WD40 afterwards. Would something wrong with the flywheel make the engine hunt only on hi-revs?
