What problems would this cause on my BF225? Flappers stuck open

So I just noticed that the flappers that are on the inside of the intake manifold cover are stuck open. By design they should open and close with vacuum but mine are stuck open. What problems would this cause? Its the flappers that are on the inside of #4 in the diagram. http://www.boats.net/parts/search/Honda/Outboard Engine/2002/BF225A2 XCA/INTAKE MANIFOLD/parts.html

OK proper terminology is the Intake Air Bypass is stuck open. Not flappers but IAB.
