what are drain tubes, metering rod during crankcase rebuild on '84 4hp 2cyl 2 cyc evinrude

what are they for?...refer to parts schematic on this site......are they placed in the crankcase tubes as they are without any alteration?..the drain tubes appear to me to drain extra oil/fuel mix away from the 2 main (top and bottom) bearings. The metering rod appears to belong in a water passage, just under the exhaust plate, but i don't really have a clue... search of the internet and my 15 booklet manual fruitless... do they just drop in the crankcase tunnels and that's it?
 
The drain tubes are needed to secure lubrication of upper crank shaft bearing, sucking excessive oil up from the lower.
The metering rod is just a piece of plastic in the water channel from exhaust cover into cylinder. Supposedly to prevent over cooling of the powerhead (has no thermostat), but by experience creating more cooling problems than it solves, at least in salt water.
