Water pump exhaust question

New to the Johnson Evinrude world here. So I have an 89 115 v4. The tell tell doesn’t shoot a steady stream, it kind of pulses so that tells me it is time for a impeller. When running it on a hose it doesn’t put any water out the 2 exhaust holes at the top of the lower unit and I don’t see any residue where exhaust has came out. Should Water come out if these holes and if it is, what could be the issue mine isn’t putting it out?

Can anyone tell me? I have a good bit of water out of the prop but not the exhaust. I am talking about at the to of the foot, the 2 exhaust holes. thanks to anyone willing to help.

Install a new impeller now.----Test it with boat floating in water.
