Water in engine oil 1999 Mercruiser 4.3

oil has water in it and light brown oil/water mixture is thick and won't hardly drain. Is this the death to my engine?

Winterized the same way I have done for 15 yrs that I've had it. Not sure how full it is but I took one of the valve covers off and it pretty much full. I'm in Ohio. Here's a pic of the valve cover.

Ayuh,...... You've got a freeze cracked block,...... Get a long block crate motor, 'n swap it out,....
