I doubt the handle is available new.----Your best bet is to find used on ---E-BAY.----Or any number of salvage places.-----If in Canada ---evinrudeparts.ca----might assist you.

Tims Outboard in MN has a great selection of good used parts for these older outboards. I had a 25HP short shaft I wanted to convert to long shaft and they had everything I needed and all in good condition.
