My boat had a 5.7L fresh re-build this past season and was overheated. Post incident inspection revealed seized engine however, is it possible this engine could be Hydrolocked?

What did you do/try to determine that the engine is siezed? Have you tried cranking or rotating manually with the spark plugs removed?

Ditto Woodie's question!

Over-heating can cause severe damage.
While I think a hydro-lock may be a long shot, if you think that it's hydro-locked, try turning the crankshaft in the opposite direction.
Remove all spark plugs first.
Use a strap wrench on the harmonic balancer outer diameter...... not the crankshaft center bolt.... unless you rotate in the opposite direction.

Borrow a bore-scope and peek inside of the cylinders via the spark plug ports.
