Voltage Regulator 1993 Evinrude 90 HP

Newly rebuilt engine/carbs... runs smooth from 0 to 2500 rpm. 2500 to 4000 rpm it will run rough (misses, skips). Runs smooth after 4000 rpm. New plugs after 10 hour break-in period. Dead battery replaced with new one. Poured bottle of Sea Foam, no change. Could voltage regulator be the culprit? Thanks in advance.
 
no...the voltage regulator is used to maintain a charge on battery...a different set of stator winding feed the ignition...
 
Hate to disagree but a bad regulator can cause ignition miss, it causes the stator to overheat and windings break down.
