torque specs for powerhead attaching screws

Does anybody know the torque specs for the powerhead attaching machine screws on an ad-12 outboard?

I believe they are torqued between 60 and 84 inch-pounds. Is that Correct? Also, 1 of the 7 attaching screws for the powerhead is 1/4" longer than the other 6. Which hole does it go in?

Here's another question. Does the cork gasket on driveshaft seal assembly face the power head or down towards the o-ring seal? Looking at parts diagram, it looks like it faces up, but I removed power head originally, it was facing down.
