Tohatsu and Honda Outboards

Hondadude, can you educate me (us) a bit here? On another post you mentioned that the Tohatsu 225 HP was a Honda 225 under the hood. Is that for all Tohatsu engines, or just certain ones? If just certain ones, which ones?
 
The 60 hp and up (Four Stroke) are Honda powerhead, lower unit etc. I am not sure if just the cowling is changed or if there is something more. I does appear that the wiring harness's and controls are the same...from the parts diagrams.

In reverse....the smaller Mercury motors (up to about 25/30 or so) are made by Tohatsu.

Mike - thanks for that clarification. Is it correct to assume that all of the Tohatsu's below 60 HP are manufactured directly by them and not someone else?
