Timing, Tuning, and synchronizing.

Hello, I'm trying to get my 91' 135 mariner tuned and synchronized. There is no telling who has tinkered with it along the way. It's dependable but it doesn't run at its fullest. It has always have problems getting up on plane. Last spring my uncle serviced the carbs and said he bent the floats for more fuel. After taking it out for a run, it got up on plane like a new boat should and not only did it have alot more power but it increased speed from 60 to 70! I was so surprised of the new power and speed. So, after starting it up in the yard it still had a slight miss like a hiccup every few seconds like it had before. I figured it was the old plug wires , but the old uncle took it upon himself to screw with the timing and whatever else he could while I was at work and it sucks all over again. Please help!!! I have a seloc marine subscription but they dont explain everything to the T. I set it at tdc , but still no hole shot. Any help will be greatly appreciated.
 
I tested the compression and spark like you asked.
#1=85 #2=85. #3=82 #4=82 #5=82. #6=83
All three times at wide open throttle, and cold.
spark gap test was good at over 1\2 inch for all, and brite blue.
