Tilt trim doesnt work

It runs but does move. The screw on the side doesn't move. Do you move it counter clockwise or clockwise? Any tips appreciated.
 
The "release screw" should be turned counterclockwise to free the motor so you can move it by hand. Be sure to use a screwdriver that fits very snugly in the slot and start by hitting handle end of the screwdriver a couple times with a hammer to "shock" the screw. That should do the trick. If you can hear the motor turn, you are either terribly low on fluid, or the seals are shot. Has it been running before now?
 
It was. There is a darn swim platform.on the transom of this 1720 Keywest that is in the way, and I cannot access the nuts in the 2 bolts to remove it so I can get square to the screw to release the tilt trim.
