throttle problems

40hp evinrude late 60s model. when in foward at full throttle boat dosent run fast at all and eventually will bog down and die. new plugs. could it be a compression problem if so how would i test that. someone said carb could be clogged. not sure where to start new to the whole boat thing. all tips would be helpfull thanks.
 
Could be running on one cylinder ( dual ignition )------------Do a compression test !--------Check that you have spark at each plug that will jump a gap of 1/4" or better.-----------------Fuel pump diaphragm could be ruptured as well. -----Does the manual fuel pump ( primer ball ) go hard at initial start-up.
 
ok thanks yes the primer ball is hard after i start it. how do i do i do a compression test?how can i tell if its running on one cylinder? and where is the fuel pump diaphragm located and how do i tell if its ruptured? sorry bout all the questions, im new to this
