Throttle position sensor Honda 90

I honestly don't know and don't have the shop manual for reference on this outboard.

But going on "rule of thumb" for throttle position sensors....

You need to first verify that the ECM is supplying 4.75 to 5.25 volts at the sensor positive terminal (outer pin) and providing ground to the opposite outer pin.

on a 5 volt reference circuit with power applied....

......meaning backprobing the connector with ignition ON....

the closed throttle signal return (middle pin) is typically about.0.5 to 0.9 volt
and wide open throttle is typically around 4.5 volts
signal return (middle pin).

You can also use a graphing multimeter or an old school analog ohm meter with a dial pointer to operate the sensor when it's UNPLUGGED and NOT being powered to look for "glitches" in the resistance value as it sweeps through it's range.

Warning!
DO NOT connect an analog type ohm meter OR low impedance digital meter directly to the ECM or damage to the ECM is likely to occur.
