Have a customer with a Merc. 1

Have a customer with a Merc. 115. Don't have the exact year at this time but I'd guess late 90's early 2000's. The motor was running fine till a week or so ago. The owner called complaing that he was having problems above 3000rpm."Ran rough above 3000 and surging" I went down to the boat added a spin-on filter changed the inline filter and squeeze bulb. Thinking it was fuel related.
He took the boat out again and the problem was still there now it also stalled.
It seems it operates fine below 2800rpm but once you push it past that it starts "cracklin' and surging" with the rpms running up to and over 5000rpm without changing the throttle position.
Happens everytime you nudge it just past 2800. Doesn't matter if it's in gear or not. I'm not at all familiar with Mercs. What systems background I have has been with OMC.
Symptoms sound familiar to anyone??
