Suzuki 2006 DF 40 Outboard - Starts and runs @ 3K RPM at Idle throttle and surges

Hello - No blinking Diagnostic Codes thrown. Have checked the CKP sensor resistance, MAP sensor, cleaned Injectors, new Hi Pressure Fuel Pump. Ran fine at first then started missing on way home got progressively worse. Next time started it it revs up to ~3K RPM and surges. I am suspecting a Camshaft sensor. Any ideas or help are appreciated TY!

Sounds like your engine is going into fail safe mode. Below is a chart of the error codes, on the right column where there is a yes then the ECM will limit the revs to 3000rpm. When you turn the key to on(not start) do you get the self diagnostics buzzer and I believe all lights light up for 2 seconds?
