It would be nice to know What Mercruiser you're workin' on,..
But,...
The Steering Wheel is removed by unscrewing the big nut til it's Just flush with the shaft,..
Put your knees under the wheel,+ apply some serious pressure against it,...
And,... Wack the big nut with a BFH....
The wheel will Pop off the taper against the nut, remove the nut,+ the wheel is your's....

On the drive end,.. Basically,.. Pull the Pin from the end of the cable,+ unscrew the big nut..."
 
"The bolt on the steering whee

"The bolt on the steering wheel runs all the way through, has cotter key on end. I have steering wheel off. On drive end there is aluminum nut and what looks like a roll pin sticking out. Is very rusty, is this a roll pin? Working on 84 mercrusier 350 alpha one. Can I call you? Is this acceptable?"
