steering cable frozen

Mercury 402 1979 model outboard on a bass boat with steering wheel type steering. Cable housing is split from rust here and there and steering is locked up. If I loosen the big nuts at each end of the cable will the ends just pull out? I am hoping there is a part number somewhere on the cable. What do these things cost? Thanks!
