Start my Mariner 8hp and REV'S high??

Hey guys I have a 1990 8hp Mariner just cleaned carburetor and it starts now. But as soon as I start it the Rev's go very high and throttle is not even on start mode. What's the problems can anyone help me out . Cheers thank you
