Sta-bil, 9.9 float valve

Mixed Sta-bil into gas on my 9.9 4-stroke last Fall. Upon trying to start it, I squeezed the bulb a couple times, hit the primer, choked it, pulled the recoil starter many times, and nothing. Smelled gas and it was dripping from the carb, removed plugs and cylinders were full of gas. QUESTIONS: 1) Does Sta-bil cause gum deposits on the float valve? 2) Any way to free up the float short of removing the carburetor (pain in the neck on 9.9) or tapping the side of the carburetor with a screwdriver handle? Force SeaFoam into the carb with the bulb, and let it sit overnight?
 
If you don't run the motor dry after every use, this WILL happen. I tell everyone to do this now that we're stuck with that crappy ethanol gas. Simply pull the fuel connector, idle her all the way up. and let her run 'til she stops.
