How fast should a 1978 24ft Sea Ray go.it has a 16/16 prop on it and can only get 23mph in ideal conditions !

From your owners manual, or from the Internet, find the number of RPM's you are supposed to get at "Wide Open Throttle" - WOT. Then find the right prop that will get you to WOT. Then trim the motor so that you maximize WOT. That will be the top speed of the boat. This assumes that your out drive is mounted correctly, i.e. at the correct height, which it most likely is unless it has been reset or rebuilt with a different outdrive.
