slow or no peeing at idle- pees ok with added throttle- is this normal?

No. Your impeller may possibly be worn or missing part of a blade.

Time to change your impeller. Also, take out the thermostat and backflush the system with a garden hose into the thermostat housing while the lower unit is off.

I have attached instructions for changing a water pump on an 8 or 9.9. The procedure would be the same. Pay close attention to the measurements on the shift shaft parts when you put it back together. Otherwise, the shifting will not be correct.
