slow evinrude at wot

69 25 HP evinrude is real slow at wot ( probably 7 mph ), engine runs smooth but no power. It has 110 lbs. Compression on both cylinders, it has new points. One plug seems to be a little wet and the other has black carbon on it, there seems to be a good spark on both plugs when checked out of the motor. I am lost as where to start looking. Any help would be greatly appreciated.

You need to check the spark with an air gap tester, the spark has to jump a 3/8" air gap and be bright blue.
Which plug is wet, is it the cylinder that the fuel pump pulses off of? Maybe you have a defective diaphram in the fuel pump and flooding the cylinder.
