Shift issues.

I just installed a rebuilt 3.7 in my 192 classic.Same engine,gimble housing/ transom plate and outdrive I did install a new shift cable.Followed directions on installing outdrive.Outdrive shift lever facing the boat prop engaged and held with bungee.Got outdrive mounted prop still engaged.Put shifter in reverse and prop engaged in other direction.Put it back in forward and prop spins as if in neutra. Dont see how the round shifter shaft engages and disengages gears.I have had the outdrive off 3 times making sure everything is lined up and turned the correct way.Help before I go crazy.

It will shift into reverse and neutral but not forward.

Found the issue,the set screw was missing so it would pull but wouldnt push the pawl.
