Sheared a bolt on lower leg exhaust plate

Boats a 98 Johnson 115, model J115SLECM.
Had a cracked plate on the leg, snapped two of the bolts removing it. So i have a couple questions,
1. i was thinking of getting some left handed drill bits to try and drill out, theres still about 1/4 inch of bolt sticking out, but I dont think enough to grab with a set of pliers or channel locks.

2. Underneath theres a rubber gasket, that doesnt seem to want to pull out. Do have to remove the leg to get the gasket out?

3. found plate on ebay, different versions, mine had a hole in center, some wth the same part number do not. Is the hole in the center important? Seems like a place for sand and water to get in.

OK, looks like the rubber gasket is actually a rubber coated piece of metal based on the parts diagram
 
Got the bolts out, using left hand drill bits, started w and 1/8 inch bit, sized up til they loosened. Surprised it worked, thought I'd have to drill and tap in a heliocoil.
