I've got an '85 2hp Evinrude that's been in my garage for a number of years - what should I do to try to coax it back to life? I can't seem to figure out how to get access to the Carb should I need to clean it ... HELP!

See DIAGRAM Dont undo the screw on the top or the recoil starter falls to bits and the spring escapes!"
