Rebuilt evinrude 115 lacking power

I recently rebuilt my 1991 evinrude 115 and it won’t rev all the way up at full throttle and struggles to get boat on plane. Carbs have been cleaned and it improved some but still packing the power it had prior to the rebuild any suggestions?

Do a cylinder drop test on it and maybe you'll find something out.

Just finished the test no change when pulling cylinder 1 plug, coils are brand new so would the power pack be the issue then?

So, does it have spark on #1 (when running)? #3 is ok, I assume. Don't be in a rush to condemn the power pack.

The spark jumps 3/8” on spark tester and yes number 3 is okay

Are the pistons in correctly? What is your compression? Are the carbs opening all the way?

Within 2 psi of 120 and all 4 cylinders and yes they are

Make sure your carbs has the NOZZLE WELL GASKETS.
One of mine was missing and I rebuilt the carbs making
sure they was there and GAINED another 15mph.
That gasket is the small round one that goes in
the bowl.

Hate to say this, but #1 spark plug OK?
