Raising the prop on 1977 cobalt/ OMC 351w

I recently acquired a 1977 cobalt cd boat. I have discovered that when I press the “bow trim” button, it raised and lower the entire motor and prop. When I press the “outdrive tilt” lever up and down, nothing happens. I am trying to figure out the oil level in my prop, but can’t do that unless I can lower it…any ideas? The key is turned on. Does the motor have to be running to raise and lower the propeller?

Ayuh,...... Chase the wires to see whether the tilt motor is getting power,.....
If it is, you'll probably need to pull the tilt motor, 'n clutch to see why it ain't working,...
