I don't want to get too basic on you so don't take it offensive if I start with easiest stuff first.

Have you taken the cover off and watched to confirm that the shifter is moving the shaft? It should be moving the linkage up - there by pulling the gear up to engage at the lower unit. On my OB - I can see the linkage just above the LU and can see it pull the lever up. If it is pulling the linkage up - just not far enough - you can adjust that via the 2 adjusting nuts on the linkage - they would need to come down the threaded shaft.

no go . when i throttle down it reves up real good but propeller still does not spin all linkage works
