Power Loss at idle speed 1997 200hp

Runs great when on and beyond plane. When at idle speed (in and out of gear) only, I loose total power to engine. Seems to be starving for fuel as I will "goose" the throttle a few times when it does this and will regain a good idle. I have replaced main fuel line from tank to engine, cleaned carbs and needles, replaced fuel water seperator, fuel filter, fuel bulb and have checked for water in the tank.
Had a cylinder sleeved last season and wonder if the engine may just need a tune up or sorts or is this something else? Suggestions please?

Can you borrow a 6 gallon tank from someone and see how it runs? You will be eliminating everything outside of the cowl, if it runs properly you have narrowed it down to something outside of the engine.

Sounds like a good place to start. I was always curious as how to tap that portable tank into the engine. Would doing this cause any damage to the VRO?
