Outboard motor bracket gets blocked only when motor sits on it

I'm facing one of the most puzzling problems I ever had on a boat.
I have a stainless bracket very similar to this one

When there's no motor on it, it can be moved up and down very easily.
As soon as I put the motor on it, it's blocked in upper position, I can't move it down, even with the security off.
Has anyone met this problem before?
 
It's probably "leverage locked". Meaning that there is something not quite right with the tracks or the track followers (pins).
You will probably need to look at it very carefully to see if there are any flat spots on those items that would "act" as an additional safety lock when a heavy load is put on it.

It's either that or the motor IS too heavy and is distorting the bracket in such a way as to keep it from sliding down.

Will it go UP if you mount the outboard on it when it's in the down position? That might tell you something.

If you just purchased it and it is the correct duty rating for your outboard, I would say to just return it as being defective.
