Outboard continues to Wobble and shake vigorously

I own a 1992 25Hp Cv Yamaha outboard and as of the last 2-3 weeks it has begun to wobble and shake quite loosely, where the engine housing meets the top of the leg. I've tried tightening all screws, bolts and the rubber shocks but it still continues to wobble.

I don't think its the prop or even the shaft. Yeah it wobbles in neutral as well.

Look for broken mounts.

Everything seems to be in good order, the exact location of this movement is coming from the swivel point between the engine housing and top of the leg

Sounds like broken mounts to me , but post some pictures to help in diagnosis from 1000's miles away.

I acquired a 2004 F60 that had failed (upper) engine mounts. I think your prior suggestions are right. If they are, your steering should be pretty sloppy. Replacement is basically 2 bolts. But, you must remove the engine block to get to them.
