OMC Intermediate Housing Issue

I have a 1984 OMC Sterndrive. My intermediate housing will not drain oil out and will not allow any oil to be pumped in from bottom or top. Is there anyone out there with any ideas on what might be going on or how to fix? It this oil gum up?
