Oil Only Coming Out Of 3-4 ports in Rocker Arm - 318 Engine

I need help again..
318 engine, Port sid of Port Engine. After 4 hours and second oil change lifters started making noise. Heads, Valves and Stems were redone.
I removed valve cover and found oil only coming out of 3 to 4 of 8 oil port on rocker arm. I blocked working ports and oil went thru non working ports.
Oil Pressure is fine.
Any suggestions? You all were very helpful on another problem.

sounds like the shaft the rockers move on is in the wrong way round, I think the notch in the shaft points to the front of the port side
 
Right. Pull the rocker shaft and study where the oil comes into it, and where it comes in from the head.
