Oil Gas mix ratio???

I have a 1990 70 hp Evinrude with VRO removed. Just wondering if anyone can recommend an oil to gas ratio for mixing. Previous owner said 2 1/2 oz per gallon. Does this seem right? Smokes a bit at start up.

Not really too concerned. I used to race dirt bikes and I remember that if the bike ran too rich it would foul plugs so I wanted to make sure I'm not being too heavy handed with the oil. But I'd always rather be on the side of a bit too much oil than not enough.... thanks for the advice! Much appreciated
