NS3.5A 2-stroke needs open throttle to start

Recently, I've noticed that it takes more and more open throttle to start it.
And, after it starts....if the throttle is closed, it may not stay running.

I figured the carburetor just needed a good scrubbing.
Took it apart....didn't find anything in particular that looked plugged.
But, used carburetor cleaner in all the passage ways....for good measure.

During reassembly, I noticed that there seems to be a lot of play (up and down)
in the throttle wire assembly. Could this be causing the trouble?
The throttle lever needs to be moved up quite a bit before the throttle wire
assembly actually moves. Can the throttle wire "stretch" over time?

The part is still available.

1. Clean the carb Properly. With an overnight bath in real carb dip. THEN blow it out with a whole can of generic carb cleaner.
2. Dx why the throttle is not settling properly. No, the rod did not stretch.
