Not shifting 1985 15hp

I have a 1985 15hp Evenrude and it will not shift. Took the lower unit off the shaft from the engine rotates and the propeller rotates, but moving the shift mechinism does nothing. I think something broke in the lower unit but not sure what to do from here. Any help would be appriciated.

If the shift shaft is moving up and down at the coupler, you most likely have a problem in the lower unit. Look at the parts breakdown and it will show you all of the parts in the lower unit.
