Not getting fuel in cylinder

!996 50 hp Evinrude. I am not getting fuel in the bottom cylinder. I rebuilt the carbs, have new plugs, new fuel filter and fuel pump. I checked and have spark. It cranks and will run at idle for as long as I let it. While it is running I can pull the bottom wire and it doesnt change. If I pull the top wire it shuts down. The top plug is wet and the bottom plug is dry. I checked the compression and have 110 in both cylinders. If I spray seafoam in the bottom carb, The engine revs until it is burned off. Not sure what to look for next.

Sounds like the high speed jet ( orifice plug ) is plugged.-----It is a wee item ( 5/8" long ) that is screwed horizontally into the carburetor bowl.---Often overlooked.
