Non working tilt

I have a 2002 125hp mercury and when I go to raise the motor either from the switch on the motor or from the gear shifter the motor will not lift. There is a sounds as if the mortar is lifting but no movement. Any ideas on what could be wrong?

Battery good and charged? Check the oil level. Switch relays...they are side-by-side...if it goes up replace both relays. No go?...inspect the underside of the relay sockets for corrosion.
